If those that has the means to hold these people accountable is not willing to do so, then more visibility is not going to do anything.
It's really difficult to combat corruption if more than 51% of those involved are corrupt (just like in any blockchain). The Byzantine Generals framework requires the majority of generals to be honest and truthful.

IMO, all of these are basically shoehorning a technological solution to a social/cultural problem which technologists really love doing.
